Solution: i went to Settings->Application Manager->All tab. I scrolled to the bottom. Download Manager was diabled. I enabled it.

Settings/Application Manager...there's no such thing on any of my android devices. I saw this suggestion elsewhere too. But it just doesn't exist.

On one machine it was as noted.

You bring up a good point. Should each poster/member add the disclaimer this varies with the OS version and model?
